Seminar "Trailblazing victim`s rights as human rights: the quest for clarity", presented by the ACT Victims of Crime Commissioner in association with the Australian Institute of Criminology and the Australian National University, 16 May 2011 

The United Nations‘ Commission on Crime Prevention and Criminal Justice (CCPCJ) is an annual meeting of government representatives discussing criminal policy matters between the quinquennial UN Congresses on Crime Prevention and Criminal Justice. The last (20^th) session of the Commission in April 2011 in Vienna dealt with various administrative and budgetary issues and inter alia with criminal justice responses to the trafficking of women and children, of endangered species, and of cultural property, technical assistance concerning counter-terrorism and cybercrime, combating child pornography and organized crime, large scale fraud, illicit financial flows and money laundering, worldwide trends in crime and criminal justice, the application of UN standards in criminal justice and the follow-up of the last (12^th) UN-Congress in Brazil in April 2010.

Connected to the Commission’s sessions are a series of side-events (about 25 this time) which offer a forum to non-governmental organizations (NGOs) for the exchange of information and for lobbying representatives of governments and of inter-governmental organizations. The topics of these side-events range from efforts to abolish the death penalty and and measures to combat forced labour to issues related to private security services and to freedom of religion in prison. Usually, the topics of the Commission’s session are mirrored in the themes of the side-events.

Staff-members of the Beccaria programme talked about the use of the Beccaria Standards (now available in 16 languages on www.beccaria-standards.net – Mr. Erich Marks) and about the Beccaria qualification programme (Dr. Burkhard Hasenpusch). This training was offered for adaptation to settings outside Germany, particularly for developing countries, as a technical assistance project. These and many other presentations will be published shortly on the website of the Academic Council on the United Nations System (ACUNS).

As announced within the executive committee of the French Forum for Urban Security last month, the french interministerial fund for crime prevention will be granted, for the year 2011, with a global enveloppe of 51 million euros. 30 million will be allocated to the financing of video-surveillance systems, and 21 million for crime prevention actions (of which at least 5 millions will be allocated to local authorities).

The two presenters for this webinar include: Adam Gelb, Director of Public Safety Performance Project at the Pew Center on the States which works with states on the nationally renowned Justice Reinvestment model and Mike Lawlor, Undersecretary Criminal Justice Policy & Planning Division within the CT Office of Policy & Management.

Mr. Lawlor served twelve terms as a member of the Connecticut House of Representatives representing East Haven community.  During his time in the CT House of representatives he was chairman of the Judiciary Committee and was heavily involved in issues related to the rights of victims of crime, eliminating corruption in the CT county sheriff system, strengthening  domestic violence laws, reforming the juvenile justice system, and addressing recidivism and prison overcrowding.  Mr. Lawlor is also on the Board of Directors for the Council on State Government’s Justice Center and was a chairman of the Criminal Justice/Mental Health Consensus Project.

Mr. Gelb is best known for his tireless work on the Public Safety Performance Project, which works with states to advance fiscally sound, data-driven sentencing and corrections policies that protect public safety, hold offenders accountable and control corrections costs. Before joining Pew Mr. Gelb spent time as a reporter, staffed the U.S. Senate Judiciary Committee and was instrumental in developing several nationally recognized anti‐crime initiatives as policy director for the lieutenant governor of Maryland.
