There are many definitions of community, and for the purposes of this report we use the UN Guidelines definition of “community” to designate “the participation of civil society in local affairs”. The Guidelines infer that civil society is a generic concept, as expressed in § 16: “the active participation of communities and other segments of civil society [emphasis added] is an essential part of effective crime prevention.” “Collectivité” and “community” are two terms, used more or less synonymously in this report, to include not only residents, but also community organizations, local businesses, as well as various local branches of government.
